Cagamas and Bank Simpanan Nasional Collaborate on RM500 Million Affordable Housing Transaction

Kuala Lumpur, 30 November 2023 - Cagamas Berhad ("Cagamas" or “the Company”), the National Mortgage Corporation of Malaysia, and Bank Simpanan Nasional ("BSN" or "the Bank") today announced the successful conclusion of an affordable housing transaction worth a total of RM500 million. The transaction was funded by the issuance of Cagamas’ multi-tenured ASEAN Social Sustainable and Responsible Investment Sukuk (“SRI Sukuk”), comprising RM150 million 1-year, RM100 million 2-year, and RM250 million 3-year SRI Sukuk, issued under Cagamas’ RM60 billion Conventional Medium Term Notes and Islamic Medium Term Notes programme (“CMTN/IMTN Programme”).

BSN’s commitment of RM500 million will be strategically utilised to support affordable housing initiatives, primarily focusing on the financing aspect. This strategic allocation aligns with BSN’s vision of fostering positive social change and contribution, and its unwavering dedication to sustainability.

The affordable housing transaction, comprising BSN's home financing facilities namely Youth Housing Scheme (YHS) and Skim Rumah Pertamaku (SRP), has successfully met Cagamas' eligibility criteria for affordable housing. Cagamas’ SRI Sukuk, which is assigned a Social Benefit rating of Tier 11 by RAM Sustainability Sdn Bhd, attracted a diversified pool of investors, including institutional investors, banks, and a statutory body, which enabled Cagamas to price its issuances competitively above the corresponding Malaysian Government Securities.

Commenting on the SRI Sukuk issuance, Kameel added, "The issuance reflects resilience in our papers against persisting concerns stemming from global market conditions and economic uncertainties.”

To date, Cagamas has cumulatively issued RM3.4 billion worth of sustainability-related bonds and Sukuk under its CMTN/IMTN Programme.

Urus niaga ini dibiayai menerusi penerbitan Sukuk Pelaburan Mampan dan Bertanggungjawab Sosial ASEAN (“Sukuk SRI”) pelbagai tempoh Cagamas, yang terdiri daripada Sukuk SRI 1-tahun bernilai RM150 juta, Sukuk SRI 2-tahun bernilai RM100 juta dan Sukuk SRI 3-tahun bernilai RM250 juta, yang diterbitkan di bawah Program RM60 bilion Cagamas bagi Nota Jangka Sederhana Konvensional dan Nota Jangka Sederhana Islam (“Program CMTN/IMTN”).

Komitmen BSN sebanyak RM500 juta akan digunakan secara strategik bagi menyokong inisiatif perumahan mampu milik, terutamanya daripada aspek pembiayaan. Peruntukan strategik ini sejajar dengan visi BSN untuk memupuk perubahan dan sumbangan sosial yang positif, serta dedikasinya terhadap inisiatif kemampanan.

“Cagamas kekal komited untuk menyokong industri kewangan dalam agenda kemampanan mereka dengan menggerakkan pembiayaan pasaran modal untuk inisiatif berkaitan kemampanan," tambah Kameel lagi.

Urus niaga pembiayaan rumah mampu milik ini melibatkan kemudahan pembiayaan perumahan yang disediakan oleh BSN di bawah Skim Perumahan Belia (SPB) dan Skim Rumah Pertamaku (SRP) yang telah memenuhi kriteria kelayakan Cagamas untuk rumah mampu milik.

Sukuk SRI Cagamas, yang diberi penarafan Faedah Sosial Tahap 11 oleh RAM Sustainability Sdn Bhd, menarik pelbagai pelabur termasuk pelabur institusi, bank dan badan berkanun, serta membolehkan Cagamas menetapkan harga penerbitannya secara kompetitif melebihi Sekuriti Kerajaan Malaysia yang sepadan.

Mengulas mengenai penerbitan Sukuk SRI tersebut, Kameel menambah, “Penerbitan ini mencerminkan kedayatahanan terbitan kami walaupun adanya kebimbangan berterusan yang berpunca daripada ketidakpastian pasaran global dan ekonomi.”

Sehingga kini, Cagamas secara kumulatif telah menerbitkan bon dan Sukuk yang berkaitan kemampanan sejumlah RM3.4 bilion di bawah Program CMTN/IMTN.
